Broadening South Africa's Tax Base

South Africa's struggling tax base poses a critical threat to economic stability, directly impacting government's ability to fund essential services and vital support for black businesses.

Black Business Magazine highlights how black enterprises can be central to the solution. The health of a nation's tax base hinges on broad economic participation.

“The informal sector is a missed revenue opportunity,” stated a Stellenbosch Business School report (March 2024), noting South Africa's over-reliance on a shrinking tax base.

Black-owned SMMEs, while key to job creation, often face unique challenges. Research on SMMEs' tax compliance in North West province reveals that the perceived complexity of tax regulations poses a challenge for SMMEs. Many SMMEs simply avoid formal registration because of compliance costs.

However, black businesses offer immense potential to expand the tax base. As they formalise and grow, their contributions through PAYE, corporate tax, and VAT increase.

The University of Johannesburg (March 2025) advocates: “Introduce policies that drive economic growth and generate employment opportunities, thereby increasing the number of taxpayers. Encouraging entrepreneurship and supporting small and medium-sized enterprises (SMEs) can help diversify and expand the tax base.”

Black business leaders can also advocate for responsible governance. When tax contributions lead to tangible improvements, trust grows, encouraging compliance.

As Finance Minister Enoch Godongwana stated in his May 2025 Budget Speech: “A budget is a reflection of the difficult trade-offs needed to balance fiscal sustainability while addressing our developmental goals.”

Strengthening the tax base is a shared responsibility, and black businesses are pivotal in securing South Africa's fiscal health and prosperity.
